Talk to Yukari & Sakuya
To start your journey to get Sakuya, you'll need to find Yukari's Gap. This is a portal that spawns in random areas at different intervals all across the map. When you do find it, talk to Yukari inside. You will receive the Sakuya Izayoi quest to complete. You should be able to view the steps of your quest.

Complete Quests & Use Watch
The quest you need to complete will involve using different abilities such as Erase Time, Time Stop, Bites the Dust, etc. These abilities all require a different stand to use. Each mission in the quest should be pretty easy and not take very long to complete. After you are done with the quest, you will get the Watch. Use the Watch on your own character. You will now have Sakuya.
